BUYING A SECOND HOME | VACATION RENTAL OWNERSHIP
A beach getaway that earns income while you are away? It is an appealing idea. For buyers considering a second home in Sarasota or Manatee County, however, rental flexibility deserves just as much attention as the view.
Before you fall in love with a condo or pool home, make sure its rental rules fit the way you plan to use it. County regulations, city ordinances and association restrictions can all affect your options.
Sarasota County: Zoning Makes the Difference
In unincorporated Sarasota County, the county's rental guide requires leases of at least 30 days in Residential Single Family (RSF) districts. Residential Multifamily (RMF) properties outside the barrier islands also generally require leases of at least 30 days.
The important exception is RMF-zoned property on the barrier islands, including Siesta, Casey and Manasota keys, where rentals of less than 30 days are allowed under the county's zoning rules. That does not mean every island property permits nightly or weekly rentals. The property's actual zoning and association documents still matter.

City of Sarasota: A Different Set of Rules
Inside the City of Sarasota, the published minimum rental period is seven full days and seven full nights. The city also requires registration for qualifying vacation rentals and regulates matters such as occupancy, parking and advertising.
Registration exemptions apply to certain properties, including condominiums, cooperatives and owner-occupied vacation rentals. An exemption from registration does not automatically create an exemption from minimum-stay requirements or other rules. Confirm how the city's requirements apply to the specific property.

Manatee County: Start With the Exact Address
For a property in Manatee County, first determine whether it is in an unincorporated area or within a municipality. Bradenton, Anna Maria, Holmes Beach, Bradenton Beach and Longboat Key should not be treated as one rental market with one set of rules.
For unincorporated Manatee County, obtain current guidance directly from county Development Services about the property's zoning, any applicable rental requirements and any recently adopted changes. Do not base a purchase on a blanket assumption that every home allows unrestricted vacation rentals.
Within the City of Bradenton, qualifying short-term vacation rentals require a Certificate of Registration. The city's program includes documentation, inspections and annual renewal, and qualifying condominium rentals are included. A change in ownership requires a new certificate.
Contact Manatee County Development Services or review the City of Bradenton's rental FAQs.
Anna Maria Island: Three Cities, Separate Requirements
Anna Maria Island includes the cities of Anna Maria, Holmes Beach and Bradenton Beach. Buyers should verify rental eligibility, minimum stays, occupancy limits, parking and licensing with the city that governs the property.
For example, the City of Anna Maria requires vacation rental registration and an inspection. For new registrations, the city states that a property cannot be advertised or rented until it has passed inspection.
A listing that says "great rental potential" is a starting point for questions. It is not confirmation that your intended rental schedule is permitted.
Review the City of Anna Maria's vacation rental requirements.
Longboat Key: Usually a Longer-Stay Approach
Longboat Key spans both counties and has its own town rules. For residentially zoned properties, rentals generally must be at least 30 consecutive calendar days or one entire calendar month, unless a property qualifies as a grandfathered tourism use or is in a tourism-zoned district.
Residentially zoned properties rented for less than six months must also participate in the town's Residential Rental Registry. Check both the town requirements and any condominium or HOA restrictions.
Read Longboat Key's rental guidance.
Condo and HOA Rules Can Narrow Your Options
Even when local regulations permit a shorter stay, a community may require longer leases, limit how many times a property can be rented each year, require tenant approval or impose a waiting period after purchase.
Request the current declaration, amendments and rental policies. Confirm the minimum stay, annual rental limits, approval process and whether any claimed grandfathered rights will continue after a sale.
Look Beyond the Advertised Rental Income
Build a budget that includes management fees, cleaning, utilities, insurance suitable for rental use, maintenance, furnishings, association fees, property taxes and reserves for repairs. Allow for vacancy and the weeks you plan to enjoy the home yourself.
In both counties, tourist development tax generally applies to rentals of six months or less. Florida sales tax and applicable surtax may also apply. Confirm registration, collection and remittance responsibilities, including what a booking platform handles and what remains your responsibility.
Check Florida DBPR licensing requirements separately. A state vacation rental license does not override local zoning or association restrictions.
